Rustam Minnikhanov: "There is a clear understanding in the republic that there will be no sustainable development of Tatarstan without ensuring security." The results of 2020 were summed up in the Tatarstan EMERCOM

The President of the Republic of Tatarstan Rustam Minnikhanov has today taken part in a joint meeting of the Main Department of EMERCOM of Russia in the Republic of Tatarstan and the Ministry of civil defence and emergency situations of the Republic of Tatarstan dedicated to the results of activities of civil defense and territorial subsystem of prevention and liquidation of emergency situations of the Republic of Tatarstan in the year 2020, and setting targets for 2021.

Before the beginning of the board, a solemn ceremony of awarding new fire equipment, which has already become a good tradition in the Republic of Tatarstan, was held. Today, Rustam Minnikhanov handed over the keys to 19 units of new fire equipment and passenger cars purchased at the expense of the federal and republican budgets.

During the ceremony of awarding the new equipment, the President of the Republic of Tatarstan noted that the work of firefighters and rescuers is very important for each subject of our country.

At the end of the film, the head of the Main Department of the EMERCOM of Russia for the Republic of Tatarstan, Lieutenant General of the Internal Service Rafis Khabibullin, made a final report, saying that no restrictions could overshadow the anniversary celebrations and political events of the past year.

During the year, employees of the state fire supervision conducted 1,623 planned and 1,645 unscheduled surveillance activities. 3,510 cases of administrative offenses were initiated. According to the results of the consideration of the protocols, 1,494 administrative penalties in the form of warnings were imposed. 1763 warnings were issued on the inadmissibility of violating mandatory requirements.

Over the past 7 years, the number of deaths on water bodies has decreased by more than 35%. The indicator is good, but at the same time, the statistics of deaths on the water in the current year cause concern. 92 people, including 10 children, were killed on the water bodies of the republic, which is 12 more than in 2019 (80 people, including 6 children).

We are once again convinced that the situation with the death depends more on the nature of the weather, the summer was hot. I do not want to belittle what has been done to prevent accidents on the water, but there are questions about the effectiveness of the work carried out, especially on deaths.

This should be the subject of a deep and comprehensive analysis of the current situation on the part of managers at all levels, and primarily at the municipal level.

The priority tasks for 2021 are:

- ensuring the safety of sports and other mass events, including the Games of the CIS countries, the Volleyball World Cup and various competitions in water sports;

- continuing work to improve the readiness and response of the forces of the territorial subsystem of the RSES and civil defense to emerging emergencies and other situations of a man-made and natural nature;

- to reduce the number of fires and the death of people on them, to carry out preventive measures in the residential sector, to continue work on the installation of autonomous fire detectors in the households of citizens;

- Improvement of beaches and creation of temporary rescue posts in order to reduce accidents and deaths on water bodies;

- ensuring fire safety in places of mass congestion and round-the-clock stay of people;

- improving the efficiency and quality of control and supervisory functions;

- development and support of the activities of the voluntary fire protection and SRW

In conclusion, the Board has awarded the best employees of the Main Department of EMERCOM of Russia in Republic of Tatarstan and EMERCOM of RT awards of the Republic of Tatarstan, departmental medals of the EMERCOM of Russia and of the extraordinary titles.
